Legislative Agenda

The development of a legislative program has been an integral benefit to the members of the DPS Officers Association. The Association has a strong record of supporting issues that are important to state employees, law enforcement, and commissioned peace officers.

Issues relevant to the overall legislative strategy are adopted by the Association through a democratic process. These topics are further developed by the Association’s Legislative Committee and then presented to the Board of Directors for action.

The 84th Legislative Session adjourned Sine Die in June 2015. Below is the DPSOA Legislative Committee’s Agenda. DPSOA members see our post-session update for a list of accomplishments. Below is the DPSOA Legislative agenda for the 85th Legislature which will convene again in January 2017.

Support the overall efforts of the Department of Public Safety to maintain its position as

the lead law enforcement agency in Texas



Actively pursue:


˜  Support the Department’s efforts to maintain the 50-hour work week, and seek authorization for the Director to compensate DPS commissioned personnel based on working an 8-hour day within a 24-hour period.


˜  Pursue funding to increase current stipends or to add new stipends.


˜  Protect authorization for payroll deductions.


˜  Work to stop the encroachment of other state employee groups onto the LECOS Retirement Fund in actuarially unsound ways.




Support where necessary:


·         Adequate funding for state employee health insurance.

·         Adequate funding for state employee retirement.



Watch for:


·        Efforts that propose to convert the state employee retirement system from a defined benefit 

 plan to a defined contribution plan.

·        Efforts to introduce new analysis metrics that would cause ERS to reduce its assumption for the system’s rate of return on its investments.
